When disaster strikes, professional first responders are not the first on the scene. If access is obstructed or the agency’s capacity is exceeded, it may be hours —or days — before professional help arrives. In this environment, nonprofessional members of the public spontaneously reach out to help.


We're all responsible for each other

In an emergency, volunteer first responders can be more efficient and effective than professionals alone—and have a greater sense of ownership over their community's safety and well-being.

The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. CERT offers a consistent, nationwide approach to volunteer training and organization that professional responders can rely on during disaster situations, allowing them to focus on more complex tasks.
